Arithmetic 24 bits integers

The arithmetic IPs operate on 24 bits signed integers. The results are delivered with a precision of 24 bits and an error (with respect to the result calculated with an infinite precision) less or equal to 0.5 bit. Since the results are real numbers they are delivered with a floating point representation.
